Speaker Biographies

Consul General Robert Noble
As the Consul General of Canada based in Detroit, Robert Noble represents Canada in Michigan, Ohio, Indiana and Kentucky. The Canadian Consulate General, which he heads, promotes Canadian interests - trade, investment, the environment, culture and academic relations being among the principal ones. The office also provides consular, passport, visa and immigration services.
 
Stephen Flynn:
Dr. Stephen E. Flynn is the Jeanne J. Kirkpatrick Senior Fellow for National Security Studies at the Council on Foreign Relations. He is author of The Edge of Disaster: Rebuilding a Resilient Nation (Random House, 2007), and America the Vulnerable (HarperCollins, 2004). He was the director and principal author for the Independent Task Force Report America: Still Unprepared - Still in Danger (2002), co-chaired by former Senators Warren Rudman and Gary Hart.
 
Jim Turner:
Jim Turner served in the U.S. House of Representatives from 1997 to 2005. He was the ranking Democratic member of the House Committee on Homeland Security and a member of the House Armed Forces Committee (and ranking member of the Terrorism Subcommittee). He is a currently a partner with Arnold & Porter, LLP in Washington, D.C., a Distinguished Visiting Professor at the George Bush School of Government and Public Service at Texas A&M University and is a frequent invited speaker on issues of national and homeland security.
 
Stephen Blank:
Dr. M. Stephen Blank is Director of the North American Center for Transborder Studies at Arizona State University.  He recently retired as a professor of international business at Pace University’s Lubin School of Business.  A member of the Council on Foreign Relations, Dr. Blank also serves as President of the Mid-Atlantic Committee of New York City and is a member of the executive committee for the North American Committee.  Dr. Blank is an expert on the impact of security measures on North American economic integration (and vice versa).
 
Dave McIntyre:
Dr. David H. McIntyre is the Director of the Integrative Center for Homeland Security at Texas A&M University.  A nationally recognized analyst, author, and teacher specializing in national and homeland security, Dr. McIntyre is a 30-year U.S. Army veteran and a graduate of the US Army War College and the National War College in addition to degrees from West Point, Auburn University, and the University of Maryland.  He previously served as Deputy Director of the ANSER Institute for Homeland Security.
 
Alok Chaturvedi:
Dr. Alok Chaturvedi is Director of the Purdue University Homeland Security and a Professor of Management in the Krannert School of Business.  A widely acknowledged expert on national and homeland security issues, Dr. Chaturvedi has served on several U.S. government task forces concerning these issues and has served as a security consultant to such firms as AT&T, IBM, Ameritech, Bell Atlantic, and Ernst & Young and also the U.S. Department of Defense and the U.S. Congress.
 
Prem Gandhi:
Dr. Prem Gandhi is Distinguished Professor Emeritus at Plattsburg State University.  He has recently completed an extensive research study of the effects of border security on commerce:  The Cost and Cost Incidence of Canada-U.S. Border Security.
 
Robert Trotter:
Robert Trotter recently retired from the Customs and Border Protection Agency after 35 years of duty that included service as Regional Commissioner for two different regions, as Assistant Commissioner for Field Operations and Strategic Trade, and as a member of the Transition Management Office during the reorganization of Customs as part of the new Department of Homeland Security. His wide-ranging service with Customs has served to make him an expert on both border and port security issues.
 
Ann Arquette:
Ann Arquette is co-founder of Border Gateways Management Inc., which seeks solutions to border trade bottlenecks, such as the problems associated with the Ambassador Bridge and other border crossing points."
 
Michael Belzer:
Dr. Michael H. Belzer is Associate Professor of Industrial Relations at Wayne State University.  He is also a Research Scientist at the University of Michigan’s Institute of Labor and Industrial Relations and Associate Director of the Sloan Foundation Trucking Industry Program.  He is an expert on a wide range of transportation issues, especially border crossing trucking.
 
Kevin O'Shea:
Kevin O’Shea serves as Minister for Political Affairs at the Canadian Embassy in Washington, D.C.  He has had a 25-year career at the Department of Foreign Affairs and International Trade, including service as Director, US Relations (2000-2003).
 
Mary Brooks:
Dr. Mary R. Brooks is Holder of the William A. Black Chair of Commerce and Professor of Marketing and Transportation at Dalhousie University.    A widely acknowledged expert in all aspects of commercial transportation, she has been a frequent consultant to numerous business firms and government agencies in both the U.S. and Canada.
 
Michael Hart:
Michael Hart is the Simon Reisman Professor of Trade Policy in the Norman Paterson School of International Affairs and Distinguished Fellow of the Centre for Trade Policy and Law at Carleton University.  He is a former official in the the Department of Foreign Affairs and International Trade, where he specialized in trade policy and trade negotiations.  He provided strategic advice in the Canada-US Free Trade Agreement and North American Free Trade Agreement negotiations and various GATT, textile, commodity, and air transport negotiations.
 
Edward Alden:
Ted Alden is the Bernard L. Schwartz Senior Fellow at the  Council on Foreign Relations.  His current work includes research on the impact of U.S. visa policies and various homeland security measures on American economic competitiveness.   Formerly Washington Bureau Chief at the Financial Times, he is expert in U.S. trade and immigration policy and U.S. economic competitiveness issues.
 
Paul Storer:
Paul Storer is Professor and Chair of the Economics Department at Western Washington University. He is a member of the board of directors of the Pacific Northwest Regional Economic Conference (PNREC) and served as editor of the Northwest Journal of Business and Economics from 2001 through 2005. Storer's research focuses on Canada-US business and economic relations and cross-border integration. Among Storer's recent publications (both joint with Steven Globerman) are: "Canada-U.S. Integration Following NAFTA" (in North American Economic and Financial Integration, Elsevier, 2004) and The Impacts of 9/11 on Canada-U.S. Trade (University of Toronto Press, forthcoming). He has previously published in such journals as Canadian Journal of Economics, Canadian Public Policy, American Review of Canadian Studies, Contemporary Economic Policy and the Journal of Banking and Finance.
 
Wayne Glass :
Mr. Glass is the Director of Grants with Schoolcraft College. He has recently conducted a research study titled The Cost and Cost Incidence of Canada-U.S. Border Security. Prior to moving to Michigan, he was Interim President and Managing Director of the Adirondack Economic Development Corporation, a regional economic development agency in northern New York. Mr. Glass has more than 25 years of diverse economic, community and business development experience. In addition to a number of years in New York, he has worked in the states of Alabama, Florida, Kansas, and Maine as the administrator of college-based research and assistance programs.
 
Michael Theilmann :
Michael (Mike) Theilmann is based in Washington, D.C. as the Senior Liaison Director for Public Safety Canada. He serves as the first Canadian liaison officer to the U.S. Department of Homeland Security (DHS). Before taking up his current position, Mr. Theilmann was Chief of Operational Readiness with the Counter-Terrorism Division of the former Department of the Solicitor General of Canada, a post he held for eight years.
 
Gregory McCann :
Gregory McCann is Assistant Director, Trade Operations for U. S. Customs and Border Protection (CBP) in Detroit. He oversees commercial operations at all ports of entry in the State of Michigan, and is responsible for areas such as manifest and entry processing, cargo inspections, duty collection, and free trade agreement compliance. During his 18-year career with CBP and the former U.S. Customs Service, he has held various positions, including Assistant Port Director at Miami International Airport, Assistant Director for Border Security at the Miami Field Office, and Director of Risk Management for Trade Programs at Customs Headquarters. In these various roles, Mr. McCann has had an ongoing role in managing border security and trade facilitation programs for CBP at a national level and at ports of entry.
 
John McPherson :
John McPherson is currently Lead within Export Development Canada’s Global Trade Management Innovation Centre. He has been instrumental in the product development of EDC’s Border Security loan program called the Security Compliance Loan Program.
 
Sarah Hubbard :
Sarah Hubbard is the Vice President of Government Relations at the Detroit Regional Chamber. She oversees the Chamber's Federal relations program and Political Action Committee. Prior to the Chamber, Sarah served as a Legislative Assistant in the Michigan House of Representatives.
 
Lynda E. Watson
Lynda Watson is the Director of the U.S. Commercial Relations Division in the Canadian Department of Foreign Affairs and International Trade. In that capacity, she manages bilateral commercial policy issues with the United States, and supports Canada’s investment development and S&T relations with that country.
John Costanzo
John Costanzo is President of Purolator USA, which specializes in providing supply chain solutions for U.S. to Canada shipping. He has responsibility for Purolator’s U.S. third party logistics business and for the development and execution of a corporate strategic plan for the U.S. market. Costanzo serves as Treasurer of the Express Delivery & Logistics Association and is a member of the Conference Board’s Executive Council.
